What is a delay pool?
A delay pool is a configured pool of IPs given a specific amount of allowed traffic per second

How does it work?
Keeping track of FD reads and writes and "delaying" them when enough data has passed through by simply stopping the IO and forcing the IO to go through comm_select() again
